Tariffs vs. Freight Charges: What Your Trucking Quote Does and Doesn’t Include

Are tariffs included in a freight quote? Usually not. Learn which transportation costs are commonly covered, which customs charges stay separate, and the questions to ask so you can compare Canada–U.S. trucking quotes with fewer surprises.

Generally, no. A trucking quote covers transportation and agreed services. Tariffs, import duties, taxes on goods and customs brokerage fees are typically separate from the transportation rate. Understanding the difference helps shippers budget for the full cost of cross-border freight.

When tariffs make headlines, shippers often ask whether their freight rate “includes” them. It’s a fair question, and the answer shapes how you compare quotes.

Request a Titan quote and we will help clarify what is included in the transportation price.

What Does a Freight Quote Usually Cover?

A freight quote usually covers transportation and related services. Depending on the shipment, it may include:

Line-Haul Rate

This is the base cost to move the freight from pickup to delivery. It is usually the main part of the quote.

Fuel Surcharge

Fuel surcharges help account for changes in diesel prices. They may be calculated as a percentage in addition to the linehaul rate, if it’s not included already.

Accessorial Charges

Accessorial charges cover services or circumstances beyond the agreed standard movement. Depending on the load, these may include liftgate service, additional stops, driver assistance, specialized equipment, redelivery, layovers, detention or waiting time.

These charges may be included in the original freight quote when the requirements are communicated during the quoting process. However, if additional services are required or unexpected circumstances arise during transit that were not disclosed or accounted for in the original quote, additional charges may apply on top of the agreed rate.

To avoid unexpected costs, shippers should provide as much detail as possible before booking their shipment.

Wait Time or Detention

Detention or waiting time may apply when a truck is delayed beyond the time allowed under the quote or booking terms. These allotted times vary based on equipment and shipment type.

What Does a Freight Quote Usually Not Cover?

A freight quote usually does not include costs tied to the goods themselves or customs filing.

These may include:

  • Tariffs and duties on imported goods
  • GST, HST or other taxes
  • Customs broker fees
  • Inspection or exam costs
  • Additional freight insurance, unless requested

At Titan Transline, we provide transparent pricing that includes linehaul, fuel surcharges, and any special requirements or accessorial charges identified during quoting. Our goal is to account for all costs upfront, helping customers avoid unexpected charges during transit. Tariffs, duties, taxes and customs brokerage fees are handled separately by the importer and their customs broker.

Who Is Responsible for Tariffs, Duties and Freight Charges?

Party

Role

Importer of record

Legally responsible for declaring goods and paying duties and taxes

Customs broker

Files the entry and advises on classification, origin and value

Carrier

Moves the freight and presents required carrier documents at the border

Freight broker / 3PL (Titan)

While Titan does not determine tariff amounts or act as the customs broker, our team works with customers, transportation providers and customs brokers to share shipment information, communicate clearance issues and help minimize avoidable border delays.

How Should I Compare Cross-Border Freight Quotes?

Do not compare quotes by the headline number alone. One provider may quote an all-in transportation rate while another separates linehaul, fuel and additional services. Confirm that you are comparing the same scope of service.

Before choosing a provider, ask:

  1. What exactly is included in the quoted transportation rate?
  2. How much time is allowed for loading, and unloading?
  3. Is fuel included, or adjusted separately?
  4. Who handles the customs entry and customs broker fees?
  5. What happens if the load is held for inspection?
  6. Are any permits, escorts, appointments, additional stops or specialized services needed?

A clear quote may look higher at first, but it can be easier to budget for. A vague quote can lead to surprise costs after the load moves.

A customer approached us looking for a standard dock-to-dock freight rate but hadn’t initially mentioned that the pickup was at an Amazon warehouse, which required specific certifications and scheduled appointments. When comparing our quote with others, she hadn’t realized that some of the rates didn’t account for these additional requirements.

After we clarified what was included in our pricing, she was able to request revised quotes from the other providers to ensure she was comparing the same services. This helped her make a more informed decision and avoid additional charges after the shipment was quoted and booked.

Why Tariffs Still Matter Even If They Are Not in the Freight Quote

Tariffs affect the landed cost of goods. Freight affects the cost of transportation. Shippers need to understand both.

For example, a shipment may have:

  • A freight cost from pickup to delivery
  • A fuel surcharge
  • Border or accessorial charges
  • Customs broker fees
  • Duties or tariffs
  • Taxes

If you only look at the trucking rate, you may underestimate the full cost of moving goods across the border. Your customs broker can estimate duties and taxes. Titan can help price transportation, timing, warehousing and equipment options.

How Titan Helps Clarify Cross-Border Quotes

Titan helps shippers understand what is included in the freight quote and what needs to be confirmed with a customs broker. This is especially helpful for companies that do not ship cross-border regularly or are dealing with changing tariff rules.

Titan can help:

  • Build itemized transportation quotes
  • Identify possible accessorial charges before pickup
  • Coordinate timing with customs brokers
  • Recommend service options based on timing and freight details
  • Clarify what is transportation-related and what is customs-related

This helps shippers compare quotes more confidently and avoid surprises.

Frequently Asked questions

Are tariffs included in my freight quote?

No. Tariffs and duties are charged on goods and are usually paid by the importer of record. A freight quote covers transportation and related services.

Who pays duties on a cross-border shipment?

The importer of record is usually responsible for duties, taxes and customs compliance. A customs broker can confirm what applies to your goods.

What is the difference between a freight broker and a customs broker?

A freight broker arranges transportation and coordinates the shipment. A customs broker handles customs entries, product classification, origin documentation and duty payment.

Can a freight quote change after booking?

Yes, a quote can change if shipment details change or if extra services are needed. Common reasons include incorrect dimensions, added freight, appointments, wait time, residential deliveries, tailgate service, driver assist, tarping or inspection delays.

How do I avoid surprise freight charges?

Provide complete details before booking. Include weight, dimensions, pickup and delivery access, appointment needs, border requirements and any special handling. Ask for an itemized quote, and be clear with what service expectations you have from your freight provider

How do I get an all-in cross-border quote?

Send pickup and delivery locations, freight dimensions, weight, timing, service needs and any cross-border details. Titan can prepare a transportation quote and clarify what should be handled by your customs broker. If you are unsure, ask our staff to confirm what is or isn’t included in your rate, or if there are any potential accessorial charges relating to your shipment.
